From 1 July 2009, the Department for Planning and Infrastructure became the Department of Planning and the Department of Transport. State Land Services and Pastoral Leases became part of the Department of Regional Development and Lands.

The Department for Planning and Infrastructure entered a new era on 1 July 2003 with the final implementation of the Machinery of Government recommendations and the structural improvements announced by the Director General in the previous year:

  • The Land Administration Services team, which manages the Crown land in Western Australia, joined Land Asset Management to form part of Commercial and Asset Services.
  • The Department of Fisheries was assigned maritime safety (on the sea) with a corresponding movement of resources and is accountable for service delivery to the Minister for Planning and Infrastructure.
Transperth, School Buses and Public Transport Infrastructure joined the Public Transport Authority. In 2003-04, the Department for Planning and Infrastructure was structured into six divisions:
  • Strategic Policy and Evaluation - responsible for portfolio coordination; sustainability strategy implementation; transport policy; strategic program delivery; and revitalisation strategies.
  • Integrated Planning - delivers land use policy and planning; transport policy and planning; environmental planning; and infrastructure and development coordination on behalf of the Western Australian Planning Commission and other clients.
  • Commercial and Asset Services - manages $1.6 billion of assets including Crown and reserved lands; natural and built infrastructure; parks; gas pipelines; boat harbours; jetties and navigational aids; and provides commercial services for the rest of the Department.
  • Regulatory and Regional Services - manages all licensing; subsidy policy and administration; vehicle, rail and marine safety regulation; taxi and omnibus regulation; revenue collection; and regional coordination throughout the state.
  • Statutory Planning - on behalf of the Western Australian Planning Commission investigates, assesses and determines subdivision and development proposals, local government and region schemes and amendments, and various structure plans; is responsible for statutory policy development, legislative and regulatory reform and planning systems improvement; and provides administrative support.
  • Corporate Services - provides internal systems, services and resources to support departmental operations, and supports greater use of shared services across agencies.
