From 1 July 2009, the Department for Planning and Infrastructure became the Department of Planning and the Department of Transport. State Land Services and Pastoral Leases became part of the Department of Regional Development and Lands.

Community workshops

So far, two community workshops have been held to help determine a preferred upgrade option.
 
At the first workshop in May 2008, five options were presented. Of these, two (Options 1A and 2A) were generally preferred by the community. The community requested a third, hybrid option to be developed that addressed, as much as possible, various community concerns and comments. This resulted in 'hybrid' Option 4.

Three preferred options (1A, 2A and the hybrid Option 4) were presented at workshop two at the Esplanade Hotel Fremantle on Tuesday 17 March 2009.

Option 4 attracted the majority of support from members of the community at the second public forum. The Department is now analysing written feedback and comments for all options so they can be considered in determining a final preferred option.

Features of each of the three options are:

Option 1A (pdf 2MB)

A completely separate four-lane divided road in-cut approximately 70m south of and parallel to the existing road.

Stirling Highway and High Street east become the priority route linked with a 270m radius curve with a posted speed of 60kph. Montreal Street to Carrington Street proposed posted speed of 70kph.

Vertical In-cut for 700m (Onslow to Robinson)
Trees Several saved west of Wilkinson
Noise

Horizontal and vertical separation. Minimum noise wall requirement.

Golf course 

Northern fairways, greens and parking affected. Royal Fremantle Golf Club access overpass.

Property

Impact on eight residential and one commercial properties (west end) - all but two are Government-owned.

Two property accesses closed and existing High Street becomes a service road
