6. Improve existing roads

Aim: Upgrades of Leach Highway, Stock Road and High Street will improve efficiency and reduce the impact of traffic on local residents.

Highlights

South West Metropolitan Corridor

The Local Impacts Committee, chaired by Tony McRae MLA, is working to identify a strategy for managing traffic on major roads in the South West metropolitan corridor, such as Leach Highway, and measures to protect local communities from the impacts of freight and general traffic.

The Committee has identified 20 ‘priority action locations' as being the places where the worst problems are being experienced now and are expected to be in the future. These locations and approximately 60 possible solutions were described to the public at two community forums held in December 2004. Community feedback has been received and is being assessed; at the same time, technical assessment of the solutions is under way.

The Committee's work will be completed in September 2005 and will lead to recommendations for a road development plan for the major roads, such as Leach Highway and Stock Road, together with ways of protecting local communities from traffic impacts such as noise.

Proposed major road improvements

To improve the efficiency of road freight movements and to encourage the transfer of road freight activities away from the Inner Harbour, three high priority, major road improvement projects are proposed. These are grade separation of the Leach Highway - Orrong Road intersection, grade separation of the Daddow Road railway level crossing and construction of the on-ramp from Abernethy Road to Tonkin Highway.

Leach Highway / Orrong Road

With regard to the grade separation of the Leach Highway - Orrong Road intersection, preliminary design work has been completed for a bridge to carry Leach Highway over Orrong Road. Proposals for design and construction of the bridge were invited from prequalified contractors in July 2005, with the contract for the bridge works to be awarded in December 2005. The bridge will be completed by December 2006. Main Roads WA has commenced community liaison, including discussion with the City of Belmont.
