Vehicle standards and policy


Over the last three decades the increase in the crashworthiness of vehicles has been one of the prime factors responsible for reductions in road trauma. Technologies that have improved crashworthiness include seat belts, frontal crumple zones, and air bags have dramatically reduced the trauma that could have occurred after a crash.

Better accident avoidance technologies are another feature of modern motor vehicles. These include improved braking, better handling, traction control and other safety features which have all contributed to reducing the frequency of accidents.

The Department for Planning and Infrastructure is the State Government agency responsible for administering the Acts and Regulations relating to the licensing of drivers and vehicles and to the operation of the road transport industry.

The Department's Vehicle Safety Branch is responsible for setting vehicle standards and policy relating to vehicle safety and emissions. Along with other agencies it also has an important role in the management of vehicle emissions, the operation of heavy vehicles and road safety generally.

The Vehicle Safety Branch comprises a Technical Section and an Engineering Section. Taking into account public safety, environmental concerns and road transport efficiency, it develops, implements and promotes policy, standards and guidelines for all categories of road vehicles.

The Technical Section:

  • Provides advice to the motor vehicle industry, motor body builders, State Government agencies, and the general public on motor vehicle standards and regulations.

  • Assesses vehicle modifications, innovations and related equipment.

  • Issues special vehicle permits and vehicle modification permits.

  • Assists in administering the Authorised Modification Scheme for Heavy Vehicles.

  • Acts as an agent for the Department of Transport and Regional Services (DOTARS) and inspects vehicles on its behalf.

  • Assists DOTARS in the administration and subsequent registration of imported vehicles.

The Engineering Section:

  • Adjudicates on complex submissions regarding vehicle modifications and the manufacture of vehicles or related equipment.

  • Develops guidelines, policy and standards for vehicles and related equipment.

  • Represents the State on many National and Federal committees that influence the Australian Design Rules (ADRs), national road rules, environmental standards and the development of relevant Australian Standards.

  • Carries out vehicle safety related projects and research, and fulfils an educational role.

  • Provides professional advice for government departments, user groups, industry and the public.
