From 1 July 2009, the Department for Planning and Infrastructure became the Department of Planning and the Department of Transport. State Land Services and Pastoral Leases became part of the Department of Regional Development and Lands.

Rail Freight

The Department is leading the way in developing improvements to rail freight in metropolitan and regional Western Australia.

The Metropolitan Freight Network Strategy provides a framework to achieve a sustainable freight solution for Perth and its southern suburbs. The strategy is being implemented by agencies in the Planning and Infrastructure portfolio. The key agencies are the Department for Planning and Infrastructure, Main Roads Western Australia, Fremantle Ports and the Public Transport Authority.

Work is progressing on a rail development strategy that will help facilitate the greater use of rail for land-based container freight movements in and out of Fremantle.

Third party access to rail infrastructure

The Department of Transport supports third party access to monopoly infrastructure, including railway, port, water, gas, and other infrastructure of significance to the economy of Western Australia. Transport is represented on the Pilbara Rail Access Interdepartmental Committee (PRAIC), which was formed in May 2006 to jointly develop an access regime for haulage on the Pilbara iron ore railways. In July 2008, the PRAIC released a public consultation paper and the draft Pilbara Railways (Third Party Haulage) Regime, and in September 2009 the PRAIC released a report to the WA Government on the outcomes of the public consultation process, as well as the final draft of the Haulage Regime. Publications

Fremantle Inner Harbour Container Movement Study
A comprehensive study into how, where and when shipping containers are moved to and from Fremantle Port was completed in March 2004. The container movement study collected data for use in improving the efficiency of intermodal operations, improving strategic land planning, minimising social and environmental impacts and enabling the port to cater for anticipated growth in the container trade.

Container Logistics Study
"Alternative arrangements for transport, handling and storage of shipping containers associated with Fremantle Port inner harbour", May, 2005

The study examines potential improved arrangements for container handling, storage and transport associated with the trade through the Inner Harbour. It focused on the scope for development of intermodal terminals and container parks away from the Port. For progress updates see the Metro Freight Network Strategy pages .

South West Plantation Timber Transport
A public forum was held in Collie to discuss the collective effect of the plantation timber industry on transport infrastructure in the South West. (July 2003)
