Dampier to Bunbury Natural Gas Pipeline (DBNGP) corridor

Ownership, management and legislative overview

The Dampier to Bunbury Natural Gas Pipeline (DBNGP) corridor is an area of land that houses the Dampier to Bunbury Natural Gas Pipeline (DBNGP) and other high pressure natural gas pipelines.

The length of the DBNGP corridor is 1530km starting near Woodside's North West Shelf Gas plant on the Burrup Peninsula near the town of Dampier to Clifton Road, near the City of Bunbury. The DBNGP corridor also includes land for gas pipeline laterals including those to Carnarvon, Kemerton, Oakajee, Mungarra, Pinjar, Pinjarra, Wagerup, Worsley and several laterals to industry within the Kwinana area.

The Western Australian Government sold the gas pipeline to EPIC Energy in 1998. EPIC Energy subsequently sold the gas pipeline to the Dampier Bunbury Pipeline (DBP) group.  DBP have appointed WestNet Energy (a division of Alinta Asset Management Pty Ltd) as asset managers of the DBNGP. The State has retained the management of the land.

The State ensures that the safety and integrity of the pipelines situated in this strategic piece of land is well managed and that all users of the DBNGP corridor are dealt with in a fair and equitable manner. 

The Dampier to Bunbury Pipeline Act 1997 (external link) was proclaimed in 1998. This Act defines the requirements for the management of the DBNGP corridor and creates the role and function of the DBNGP Land Access Minister (the Minister).

The Minister, on the behalf of the State, controls access to the DBNGP corridor for the purpose of constructing and operating gas pipeline facilities. The Minister also manages land use (including activities and works) on the DBNGP corridor to protect the integrity and safety of the pipelines.

Our role

The Department for Planning and Infrastructure (DPI) administers land matters of the Dampier to Bunbury Pipeline Act 1997 on behalf of the Minister.

The administration of the DBNGP corridor is achieved by:

  • educating landowners and contractors;

  • managing the approval of access rights for pipeline operators;

  • acquiring land into the DBNGP corridor for pipeline purposes; and

  • regulating and managing land use (activities and works) within the DBNGP corridor.

DPI works closely with the pipeline operators that have facilities within the DBNGP corridor.

Approval for use of the corridor for activities and works

Property owners, pipeline operators and third parties must seek the Minister's approval under Section 41 of the Dampier to Bunbury Pipeline Act 1997 to carry out land use activities and works within the DBNGP corridor. Please refer to the Land Use Guidelines for further information.

Review of the Kemerton alignment

The Review of the Kemerton Alignment (available in the Publications section), was an independent review of proposed changes to the size and alignment of the DBNGP corridor. The review, prepared by Strategen focuses on alignment options in the Harvey/Kemerton area, north of Bunbury.
